Piri Wiri Tua Movement
1999 Manifesto
The foundation of the Piri Wiri Tua Movement's 1999 MANIFESTO, is a direct consequence of IHOA (God's) Holy Spirit speaking through a waterfall (Te Rere o Kapuni) to Piri Wiri Tua T.W.Ratana and his Roopu (16 members) on the 5 of October, 1928. IHOA made one dear request to Piri Wiri Tua, that he Unite the Maori people under ONE GOD and the sickness of the land would be HEALED.
OVERVIEW
Piri Wiri Tua is the true reflection of harmony between the Holy Bible and the Treaty of Waitangi "PARTNERSHIP" signed on the 6 of February 1840. The principles of the Treaty require proper management and implementation, these functions and powers are the underlying issue of importance and the source of constitutional authority in New Zealand and remains the guiding document in the relationship between Maori and the Crown.
The original Kaupapa of the Piri Wiri Tua Movement was simple and clear " Ka Hapai ahau I te Tiriti a Waitangi me te Mana Motuhake o te Iwi Maori, Roto Waho naku katoa taku rohe kote Takutaimoana" ( I will uphold the tenants of the Treaty of Waitangi and the Rights and Priveleges of the Maori Nation)
The principles of the Treaty do not supersede the Treaty itself, rather they derive from the Treaty and assist practical application of it. The Court of Appeal in 1983 defined these principles, noting that they must be capable of adaptation to new and changing circumstances both social and historical and consequently additional principles may be developed and existing principles redefined over time.
1996 brought to an end the Prophecy of Piri Wiri Tua:- "When the tree bears no fruit for my Maori people, then will Nga Koata be removed from Parliament and the very roots of that old tree will be dug up and thrown in the fire to be reduced to ashes. My body will be made whole once again, it will be at that time that I Piri Wiri Tua shall replace Tawhiaos members the Blacksmith, Shoemaker, Watchmaker and Carpenter with my new members The Widows and the Orphans they shall represent the down trodden and out cast"
CORE POLICY: - "NEW SHARED GOVERNMENT'
At the closing stages of the 20 Century Piri Wiri Tua believes it is time for new innovative forms of Governance. Our Policies are formed around the central belief that the Treaty of Waitangi must be intrinsic in the fabric of Constitutional changes that will see this Nations Maturity. Piri Wiri Tua advocates that Aotearoa was founded on the Treaty of Waitangi which made it possible for two people to develop side by side, sharing this wonderful country and enhancing each others cultural heritage to a point were we would create a new stronger more mature independent NATION
NEW MAORI PARLIAMENT:- "MAORl ASSEMBLY"
Piri Wiri 'Tua is determined to establish a New Maori Parliament operating with the ful1 mandate of the Maori people and functioning with equal legislative powers. Operating along side the present Parliament (1852 Constitution Act which established the first Provincial Government of New Zealand) which has been in operation for the last 147 years. It is a fact that the existing Government has never achieved or designed successful policies, which have been aimed at bringing Maoridom up to equal and fu11 co-partnership status.
PRESENT GOVERNMENT Policy Is based on the belief that if they pay for Treaty of Waitangi grievances via Treaty Claims then,
a) The Crown would not be liable for any further issues to do with the Treaty. "CLEAN THEIR HANDS OF THE REAL ISSUE OF GOVERNANCE"
b) Those Iwi, Hapu or Whanau could not use the Treaty to settle any future claims.
"FULL AND FINAL. SETTLEMENT OF TREATY CLAIMS"
c) The Treaty would lose it's MANA and it would effectively be DEAD! . "THE TREATY WOULD BE REALECATED. TO A LEGISLATIVE GRAVE"
Piri Wiri Tua will oppose any and all attempts to have the Treaty of Waitangi legislated into obscurity
Piri Wiri Tua Movement's Candidates have pledged their allegiance to the following polices.
THE FIRST DUTY OF PIRI WIRI TUA MOVEMENT CANDIDATES
WILL BE TO UPHOLD AND DEFEND THE DIGNITY AND AUTHORITY OF THE TREATY OF WAITANGI AS THE FOUNDATION DOCUMENT OF THIS NATION ENTERED INTO ON BEHALF OF THE TWO GENEALOGICAL LINES FROM THE HOUSES OF DAVID AND JUDAH.
THE SECOND DUTY OF PIRI WIRI CANDIDATES
WILL BE TO PLACE PRIVATES MEMBERS BILLS BEFORE PARLIAMENT CALLING FOR THE IMMEDIATE ESTABLISHMENT OF A MAORI GOVERNMENT WHICH WILL BE ADMINISTRATED BY A MAORI ASSEMBLY DULY ELECTED BY THE PRESENT SIX MAORI ELECTORATES AND RESPONSIBLE FOR IMPLEMENTING THE TREATY OF WAITANGI INTO CONSTITUTIONAL LAW.
Piri Wiri Tua Candidates will up hold and support the due process of Law by promoting the following policies and working within the system to achieve its goals.
MAORI-ECONOMIC AND MAORl-EMPLOYMENT
Piri Wiri Tua recognizes the right of Maori to develop these resources in accordance with their own needs and aspirations us guaranteed under Article III of the Treaty. In Article 1I of the Treaty Maori had the same rights and duties as other New Zealand citizens to the retention of their property rights and the choice of developing those rights.
The long-term economic policy of Piri Wiri Tua will comprise of the formation of a Development Bank, which will be under the direct authority of the New Maori Assembly and charged with the responsibility of creating full Maori employment and Maori business growth.
MAORl-EDUCATION
Piri Wiri Tua has only one aim and that is to give top priority to the removal of poverty as an educational handicap, and that Kurd Kaupapa and Te Kohanga Reo be returned to Maori management with increased funding via the New Maori Assembly.
MAORI-HEALTH
Our policies are targeted at building up the level> of Maori Health Providers who are both competent and accountable to thc Maori communities they serve. Maori health is appalling and on the raise, we must work to reverse this trend by using traditional medicines and herbal remedies were appropriate.
MAORI-JUSTICE
It is inconceivable or acceptable for New Zealanders to believe that. more Prisons or Pineal Institutions are the solutions to high crime rates, Piri Wiri Tua recognizes the strength of thc 1wi, Hapu and Whanau networks who deal with the imbalance in t+ present Legal Court System daily. The New Assembly will create a Marae based Maori court System were Maori are made accountable for the actions of community members.
MAORI-LAND
Piri Wiri Tua Te Ture Whenua (Land Policy) is formed under Article Il of the Treaty's principle of Rangatiratanga (full chiefly authority) over resources including lands, Forest, Fisheries and other TAONGA were guaranteed to Maori. Rangatiratanga includes elements of management, control and tribal self- regulation of resources in accordance with their own customary preferences.
"Not one acre more" was the cry of the 1974 Maori Land March. yet t'-thousands of acres have been lost due to changes in law which have taken away the last bastion of "Maori Freehold land" under the title "Inalienable land". Maori-owned land is not recognised as a viable Investment which attracts the equal capital development that non-Maori land receives, Piri Wiri Tua will develop a policy which will allow Maori Multi-owned or Tribal lands access to our Development Bank. Plus we will create new legislation by extending the present Forestry Rights Registration Act 1983 from forestry only to include other uses.
