"The political expression of our Maoriness"
Piri Wiri Tua Movement
PIRl WIRI TUA: The concept of Piri Wiri Tua was born in 1928 through the divine inspiration of Tahupotiki Wiremu Ratana. A concept that was aimed at addressing the materi8 needs (Ture Tangata) of his Maori people through the political action of Piri Wiri Tua, the Campaigner. These needs were, and still remain the concerns of Maori today, namely - to honour the Treaty, to settle Treaty grievances, to achieve recognition of Maori sovereignty and to advance the general well-being of Maori.
THE FOUR MAORI SEATS: For some 150 years, the Pakeha democratic system has provided Maori with representation in the NZ parliament in the form of 4 Maori seats.
In 1932, the first of Ratana's candidates gained one of these seats in parliament. By 1942, all 4 seats were held by Ratana MPs. By this time a political alliance had been formed between Ratana and Michael Savage, leader of the Labour Party. It provided that Ratana would commit his 4 MPs and political movement to support Labour in gaining the Treasury benches in return for benefits the Labour party promised it would deliver to his Maori people. Since 1932 down to the present time, some 64 years, Labour has held power for only about a quarter of that period of time.
In 1996 under the MMP system, the Maori seats were replaced by 5 seats. in doing away with the 4 seats, the alliance between Ratana and Labour has effectively ended!
MAORI PEOPLE MUST NOW TAKE CONTROL OF THElR OWN POLITICAL DESTINY - THE TIME HAS COME FOR POLITICAL CHANGE!!!
For these reasons the Piri Wiri Tua Movement now stands in its own right, independent of all mainstream political parties. It seeks to assert the primacy to Maori of their spirituality and unity as fundamental characteristics of their culture. lt. further believes in the fundamental goals already stated and that the establishment of a Maori Assembly will be the vehicle that will deliver the be benefits that were originally sought for the Maori people.
TO THIS END THE MOVEMENT WILL HAVE CANDIDATES SEEKING ALL 6 MAORI SEATS N THE FORTHCOMING ELECTIONS.
A MAORI ASSEMBLY: The Movement's primary aim is to seek the establishment of a Maori Assembly having the administrative powers of government. ln other words. Maori self-government of Maori, by Maori, for Maori. All legislative matters will remain with the present parliamentary system. However, a non-voting representative of the Assembly should have a place in Cabinet.
The Assembly will have 40 members (from 40 Maori electorates) plus a national President. They will be democratically elected every 3 years based on personal merit,
Furthermore, it will speak with "one voice" on behalf of all Maori in all future dealings with the Government and in the national and international forums. No more will Maori interests be represented by self-styled or Government appointed leaders!
THROUGH AN ASSEMBLY - MAORI will BECOME A NATION within A NATION!
In addition, the Assembly will take over the delivery of all existing and future services for Maori including the necessary funding currently the responsibility of government departments, e.g.: Health (already with Hau Ora), Conservation, WINZ including Te Puni Kokiri, Maori Land Court, Maori Trustee and the Unclaimed Monies fund,
Polices: The Movement believes there must be people input for this. A national campaign will be undertaken once Piri Wiri Tua candidates are elected to Parliament.
