| TO UPHOLD extend and update the partnership relationship between maori and Pakeha implicit in the Treaty of Waitangi. | |
| TO ENSURE that Maori have, or have access to, an appropriate knowledge, management expertise, negotiating skill, investment knowledge and social structural design to enable any settlement of claims under the Treaty to have significant impact on the economic welfare of beneficiaries. | |
| TO PROCURE mana motuhake (administrative self-government of Maori, by Maori, for maori) through the legislative aim of Parliament. | |
| THROUGH mana motuhake, to improve and develop the social, educational, cultural and economic well-being of Maori. | |
| TO CREATE conditions conducive to the attainment by Maori of a life expectancy equal to that of Pakeha and of a rate of social deviancy no greater than that of Pakeha. | |
| TO ASSIST Maori to develop pride in their ancestry and themselves; to improve personal confidence and to enjoy a higher standard of living. | |
